Conditions that do not warrant an appeal would include payment of routine living expenses (house payment, car, credit card, etc.) debt repayment and other expenses that reflect lifestyle choices. Unusual circumstances may include something like unusual medical expenses, younger children in private schools in 2019-2020 or loss of income during the academic year 2019-2020.
