GROUNDWATER MONITORING AT MUNICIPAL SOLID WASTE DISPOSAL FACILITIES
Abstract: In accordance with state of Texas Municipal Solid Waste rules dated March 27, 2006, groundwater monitoring is required at all municipal solid waste landfill units, except for Type IAE and Type IVAE landfills. This includes design and installation of a groundwater monitoring system with a sufficient number of monitoring wells, installed at appropriate depths and locations, to yield representative groundwater samples from the uppermost aquifer. Groundwater monitoring shall include consistent sampling and analysis procedures designed to ensure monitoring results that provide an accurate representation of up gradient and down gradient groundwater quality. At a minimum, a detection monitoring program consisting of 47 volatile organic compounds (VOCs) and 15 metals shall be monitored at least semi-annually during the active life of the facility, and the closure and post-closure care period. Using appropriate statistical methods, the reported groundwater constituent concentrations shall be evaluated after each event to determine if a potential release and impact to groundwater has occurred. Assessment and corrective action monitoring may be required depending upon potential release conditions.
